To introduce civilized land relations it is necessary to create a complete package of legislation:
1) Defines the owner of land solely citizens of Ukraine.
2) Establishes qualifying and professional requirements for persons who lease tend to cultivate land.
3) It fixes restrictions on the area of land that can be: in the possession of one person, in the processing of one land user, in the lease of one land user.
4) Ensures the work of the open register of land ownership rights, provides for the inventory of land by forms of ownership and business entities.
5) Provides for the creation of legal and socio-economic mechanisms for effective implementation of property rights to agricultural land (primarily elderly people who do not have heirs).
6) Defines and legislates the balance of land, establishes the maximum rates of plowing and others in relation to a clear zoning, prohibits to conduct economic activities in protected areas and coastal protective bands.
7) Establishes the maximum minimum rental rates for agricultural land and a clear mechanism for their establishment, based on assessing the quality of land.
8) Provides for the revision of indicators of normative monetary assessment of agricultural land, including land under economic buildings and yards, reducing their cost to the level of arable land.
9) Provides for the creation of a Land Bank, whose main task is to preserve the quantity and quality of land, as well as control over their turnover.
10) Strengthens the parameters of the protection of land, their conservation and reclamation, as well as conservation and reproduction of soil fertility.
11) Arranges and determines the status of lands for public needs (land belonging to churches or public societies, such as the society for the assistance of the army, etc.), and also guarantees the satisfaction of the needs of society in land plots, primarily for haying and grazing, Gardening and individual housing construction.
12) Provides for the development of national and regional programs to support farms, small and medium-sized enterprises and agricultural cooperatives founded by them by providing access to cheap loans, land and logistical resources, and sales markets.

14). It secures the pre-emptive right of the tenant (farmer) to extend the lease contract for state and municipal land without his participation in land auctions (auctions).
15) Provides the necessary conditions for the production of final consumption products and contributes to the creation of value added and new jobs in rural areas.
16) Provides opportunities for the revival of the Ukrainian economy due to the growth of the agrarian sector as a strategically important sector in modern conditions.
